I see Quasar has applied his usual thoughtfulness and practicality.  All suggestions seem based on our hard-won experience, and would probably fully address the situation of current interest.  The one thing I would remove is the reference to "the staff" — anybody can help enforce stuff like this, I swear, if they have a track record of behaving themselves.

As described here, I'm not a fan of lengthy sub-branching guidelines, even when it increases their technical accuracy.  (Any guideline, not just copyright.  Yes, I know I've written some.)  However, per the IRC discussion, I'll defer to those who are actually around every day and will be engaging uploaders regularly.  Maybe the specificity of the new points will make an impression on newbies, what do I know.    Ryan W (talk) 22:45, 6 August 2015 (CDT)
