E. Webb was a marine assigned to Mars City. His weapon of choice was the shotgun. During the demon invasion, his squad attempted to link up with the other isolated marine squads but were ambushed by the demons. Webb is badly injured, and the rest of his squad is wiped out.

The player encounters a mortally wounded Webb in the Administration Complex just outside the doors leading to the Alpha Labs. After explaining what happened, Webb encourages the player to try to find the other Marine teams. He dies shortly after he finishes speaking.
