That's because it's not an obvious violation, merely one that we are uncertain about (as we once were uncertain about fair use screenshots).  Some people obviously think these sprite sheets are permissible, or they wouldn't have uploaded them.  Others disagree, including the guy who wrote our original copyright policy after consulting with Wikia.  I don't know enough about copyright law to decide whether or not to VfD them, but I am hoping that someone here does.    Ryan W 23:31, 8 January 2007 (UTC)
To be honest, it isn't really necessary to have an image like this that displays every face. The image is only used on Status bar face; we could easily replace it with a cropped+enlarged screenshot showing only the face. It might even illustrate it better.
EDIT: I've uploaded a replacement image for use in the article. What do people think of using this instead?

That's an excellent question, and one I have been seeking on Wikipedia's help pages (not because they dictate our policies, but because they contain years of closely reasoned debate among a lot of smart editors).  Some people believe that cropped images violate fair use because they change the composition of the image.  Other people prefer cropped images to full images, because they make the point while adding less copyrighted content to the document.
