Mourel can play two different roles in the game depending on the player's actions. His primary role is as a trader with the player after they meet [[Macil]]. Macil tells the player the Governor is the only one that can give you a pass to enter the prison, and that despite his allegiance to [[The Order]] that he loves making deals. When you talk to him about this, he'll give you an option of two tasks, one is 'messy', and the other 'bloody'.
