Judge Wolfnick is a character found in prison in Strife. His hand has the only pattern that can be used on a hand scanner to open the prison cells.

After killing the warden, you get access to the prison, but you still must free the prisoners. After wading through the prison, you eventually get to Judge Wolfnick, who refuses to "lend you a hand," so you must kill him. When he's dead, his severed hand will come off and you can use it to open the prison cells.
