It seems to be true that inactive monsters who are behind closed structures (doors etc.) cannot target the player.  However, the inactive deaf-flagged monsters who are in the same sound area where the player entered the undead state can target the player once they see him. I don't want to edit the section with the help of these observations, as it could be that some unknown factors were ignored.
