Tom Neff was a prominent member of the early Doom community in 1994, best known for authoring the Doom Level Design FAQ. He also assisted level creators with editing advice in the alt.games.doom Usenet newsgroup, and created several deathmatch levels.

Tom wrote the formal specification of WIF, a community extension of id Software's text-based DWD format.
