Doctor Peter N. Raleigh is a background character in Doom 3. He was the medical supervisor assigned to Delta Labs Level 2 and was responsible for examining the volunteers who returned from the Portal. When many of the volunteers began experiencing sudden and severe psychological breakdowns, Raleigh attempted to find a cure, but had no success. He was unable to even determine the exact cause of these cases of psychosis, and was eventually forced to isolate his patients. After one of his patients, Private Steve Jensen, committed suicide, Raleigh decided to stash some weapons in his office for his own protection.

Raleigh also ran teleporter experiments on "volunteer" test subjects in an effort to determine the cause of the insanity. These subjects were sent through the teleporters while sedated and then brought back and awakened. Like their predecessors, they too began to deteriorate mentally and physically. Raleigh had them quarantined for study and eventual dissection. Throughout this, he made sure the volunteers had no ties back to Earth and would not be missed.

Raleigh is never met in the game. He was most likely killed during the demonic invasion. His PDA can be found on a desk in Delta Labs Level 2A.
