This title triggers the blacklist regex, but it should exist.  Possible workarounds include:

• Create it without the asterisks, adding an explanatory HTML comment or hatnote.
• Create a draft, perhaps as a subpage here, and ask an admin to merge in changes every so often.  (Yuck.)
• Allow Editors to override the blacklist, as mentioned here.  Bots, also, since the qualifications are even higher.
• Add hardcoded exceptions to the whitelist as they arise.  (Bad coding style, but zero maintenance for readers and contributors afterward.)
