Rename to "Elliot Swann"

I am suggesting that this page be renamed to "Elliot Swann" as opposed to "Councilor Swann". Kelly's page isn't called "Sergeant Kelly" and Betruger's page isn't named "Doctor Betruger", those pages use those characters' first names in the page titles, and this one should too.
